Description

The EBRD Green Cities Policy Tool builds on the knowledge and insights gained from EBRD’s investments into Green Cities and presents a wide range of effective policy instruments to improve urban sustainability. Practical and operational policies for municipal authorities and case studies are provided for 7 critical areas of decision making, including sector-specific policy areas such as urban transport, solid waste, water and wastewater, energy and buildings, as well as land planning, green space, and biodiversity. The cross-sectoral policy areas covered are governance and finance.

Tool Outcome

The Policy Tool serves two main purposes: First, to provide a wide range of stakeholders with a source of information and inspiration on relevant policy instruments, their likely resource implications, expected impacts, and implementation challenges. Second, to be used as a reference point for respective city authorities or consultants during the initial scoping and diagnosis of policy shortcomings in a given city. Through these channels, the Policy Tool can inform and empower all relevant stakeholders to enhance their participation in the Green Cities agenda, and help lift the quality of policy discussion and implementation.

Sustainability Criteria

The tool targets several key aspects of Green Cities, including:
– level of infrastructure investment
– demographic change
– air quality
– carbon intensity
